Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of contrasting events captured the grim essence of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Immense energy is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Moments later, Kyiv's missile defense engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv faced the morning news: seven people killed, devastation and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a dependence that regional partners are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, certainly, endure.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. US administration functions according to a premise understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to relinquish the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not change more in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until situations evolve in its favour.
Current Realities
Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
